保護“十二五”規劃的實施意見

各市(州)人民政府,省政府各部門、各直屬機構:
為貫徹第(di)七(qi)次(ci)全國環(huan)(huan)保(bao)(bao)(bao)大會(hui)精神,落實(shi)(shi)《國務(wu)院(yuan)關于(yu)加強(qiang)環(huan)(huan)境保(bao)(bao)(bao)護(hu)重點工作的意(yi)見(jian)》(國發〔2011〕35號)和《國務(wu)院(yuan)關于(yu)印發國家環(huan)(huan)境保(bao)(bao)(bao)護(hu)“十二五”規劃的通知》(國發〔2011〕42號),現提出如下實(shi)(shi)施意(yi)見(jian)。
一、突出抓(zhua)好環境保護重點領(ling)域
(一)強力推(tui)進(jin)污染物總量減排。
突(tu)出減排重點領域(yu)。對造紙、印染和(he)化(hua)工行(xing)業(ye)實(shi)(shi)(shi)行(xing)化(hua)學需氧(yang)量和(he)氨氮排放總(zong)量控(kong)制,對電力行(xing)業(ye)實(shi)(shi)(shi)行(xing)二(er)氧(yang)化(hua)硫(liu)(liu)和(he)氮氧(yang)化(hua)物(wu)排放總(zong)量控(kong)制,對鋼鐵行(xing)業(ye)實(shi)(shi)(shi)行(xing)二(er)氧(yang)化(hua)硫(liu)(liu)排放總(zong)量控(kong)制;強化(hua)水泥(ni)、石化(hua)、煤(mei)化(hua)工等行(xing)業(ye)二(er)氧(yang)化(hua)硫(liu)(liu)和(he)氮氧(yang)化(hua)物(wu)治理(li),強化(hua)燃(ran)煤(mei)電廠脫硫(liu)(liu)脫硝(xiao),強化(hua)機動車(船)尾氣氮氧(yang)化(hua)物(wu)治理(li),強化(hua)城鎮(zhen)生(sheng)活(huo)污(wu)水、垃圾(ji)處理(li)設(she)施建(jian)設(she)和(he)運行(xing)監管,強化(hua)規模化(hua)畜禽養殖污(wu)染治理(li)。
加大工程減(jian)排(pai)力度。大力推進(jin)城(cheng)鎮污水(shui)(shui)、垃(la)圾處(chu)(chu)(chu)理(li)廠及(ji)配套管網建(jian)設(she),“十(shi)二五”期(qi)間,全省所有縣(xian)城(cheng)(三州部分縣(xian)城(cheng)除外)均建(jian)成生(sheng)活(huo)污水(shui)(shui)處(chu)(chu)(chu)理(li)廠和垃(la)圾處(chu)(chu)(chu)理(li)廠,重點流域(yu)沿江鄉鎮和人(ren)口在(zai)3萬人(ren)以(yi)上的(de)(de)建(jian)制鎮基本建(jian)成生(sheng)活(huo)污水(shui)(shui)和垃(la)圾處(chu)(chu)(chu)理(li)設(she)施(shi),地(di)級(ji)以(yi)上城(cheng)市逐步開展(zhan)污泥綜合處(chu)(chu)(chu)置。30萬千瓦(wa)及(ji)以(yi)上火電機組建(jian)設(she)脫硝設(she)施(shi)并取消(xiao)煙氣旁路,脫硫設(she)施(shi)達不到要求的(de)(de)實施(shi)增容(rong)改造(zao)。新改擴(kuo)建(jian)水(shui)(shui)泥生(sheng)產(chan)線應采(cai)用先進(jin)的(de)(de)低氮(dan)(dan)燃燒技術,對經(jing)論(lun)證(zheng)不能確保氮(dan)(dan)氧化物達標(biao)排(pai)放的(de)(de)項目,必須(xu)同步建(jian)成配套脫硝設(she)施(shi)。熟料生(sheng)產(chan)規模2000噸/日以(yi)上的(de)(de)現役新型干法水(shui)(shui)泥生(sheng)產(chan)線氮(dan)(dan)氧化物排(pai)放未(wei)達標(biao)的(de)(de),應實施(shi)脫硝改造(zao),確保氮(dan)(dan)氧化物達標(biao)排(pai)放。
加(jia)快淘汰(tai)落(luo)后產能。嚴格執行《產業(ye)(ye)(ye)(ye)結構調整(zheng)指導(dao)(dao)目(mu)(mu)錄(lu)》、《部分工(gong)業(ye)(ye)(ye)(ye)行業(ye)(ye)(ye)(ye)淘汰(tai)落(luo)后生產工(gong)藝裝(zhuang)備(bei)和(he)產品指導(dao)(dao)目(mu)(mu)錄(lu)》,加(jia)大(da)小(xiao)鍋爐、小(xiao)熱電、小(xiao)化工(gong)、小(xiao)造紙、小(xiao)水泥(ni)、小(xiao)鋼鐵等(deng)的(de)淘汰(tai)力度。對未按期完成(cheng)淘汰(tai)任務(wu)的(de)地區(qu),嚴格控制(zhi)國家和(he)省(sheng)安排(pai)的(de)投(tou)資項(xiang)目(mu)(mu),嚴格控制(zhi)該地區(qu)重點行業(ye)(ye)(ye)(ye)建設項(xiang)目(mu)(mu)的(de)審(shen)批、核準和(he)備(bei)案,對未按期淘汰(tai)的(de)企業(ye)(ye)(ye)(ye)依法(fa)吊銷排(pai)污(wu)許(xu)可證(zheng)、生產許(xu)可證(zheng)。
落實(shi)減(jian)排(pai)(pai)目標(biao)(biao)責(ze)任(ren)(ren)。全省(sheng)(sheng)各級(ji)人民(min)政府(fu)、有(you)關(guan)部(bu)門和(he)企(qi)業(ye)主(zhu)要(yao)(yao)負責(ze)人,要(yao)(yao)切實(shi)履行(xing)污(wu)染(ran)減(jian)排(pai)(pai)第一責(ze)任(ren)(ren)人的責(ze)任(ren)(ren),加(jia)強組織領導, 實(shi)施(shi)預警調控,將(jiang)減(jian)排(pai)(pai)目標(biao)(biao)分解落實(shi)到(dao)下(xia)一級(ji)政府(fu)、有(you)關(guan)部(bu)門和(he)重點(dian)單位,綜合運用經濟、法律、技(ji)術和(he)必(bi)要(yao)(yao)的行(xing)政手段推(tui)進污(wu)染(ran)減(jian)排(pai)(pai),完善減(jian)排(pai)(pai)政策措施(shi),加(jia)大減(jian)排(pai)(pai)財政投入(ru),健(jian)全減(jian)排(pai)(pai)統計、監測(ce)和(he)考(kao)核體系。省(sheng)(sheng)、市(州(zhou))人民(min)政府(fu)要(yao)(yao)開展年度減(jian)排(pai)(pai)目標(biao)(biao)責(ze)任(ren)(ren)評價考(kao)核,將(jiang)減(jian)排(pai)(pai)目標(biao)(biao)完成(cheng)情(qing)況(kuang)和(he)政策措施(shi)落實(shi)情(qing)況(kuang)作為領導班子和(he)領導干部(bu)綜合考(kao)核評價的重要(yao)(yao)內容,納入(ru)政府(fu)目標(biao)(biao)管理和(he)國有(you)企(qi)業(ye)業(ye)績管理,考(kao)核結(jie)果向(xiang)社會(hui)公布;對未完成(cheng)減(jian)排(pai)(pai)任(ren)(ren)務的地(di)區,實(shi)行(xing)行(xing)政問責(ze)和(he)“一票否(fou)決(jue)”。
(二)全面加強污染(ran)防治。
強(qiang)化(hua)(hua)工(gong)(gong)(gong)業(ye)企(qi)業(ye)污(wu)(wu)染(ran)(ran)治理。嚴格實(shi)(shi)施排(pai)污(wu)(wu)申報,全(quan)面(mian)落實(shi)(shi)排(pai)污(wu)(wu)許可證制(zhi)度,禁止無證排(pai)污(wu)(wu)。嚴格入河(he)排(pai)污(wu)(wu)口(kou)設置(zhi)審(shen)(shen)批,強(qiang)化(hua)(hua)入河(he)排(pai)污(wu)(wu)口(kou)監管。繼(ji)續(xu)實(shi)(shi)施重(zhong)點(dian)(dian)污(wu)(wu)染(ran)(ran)企(qi)業(ye)掛牌整(zheng)治,對(dui)逾期(qi)未完成(cheng)整(zheng)治任務的(de)企(qi)業(ye)依(yi)法實(shi)(shi)施停產(chan)治理或關閉。大(da)力(li)發展循(xun)環經(jing)濟和(he)(he)清潔(jie)生產(chan),進(jin)一(yi)步完善循(xun)環經(jing)濟示范推(tui)(tui)廣(guang)體(ti)(ti)系(xi),篩(shai)選培育(yu)一(yi)批循(xun)環經(jing)濟示范企(qi)業(ye)、園區(qu)和(he)(he)地區(qu)。堅持在農業(ye)、工(gong)(gong)(gong)業(ye)、建筑、商貿服(fu)務等(deng)領域全(quan)面(mian)推(tui)(tui)行清潔(jie)生產(chan),以造紙、印染(ran)(ran)紡織(zhi)、食品釀造、醫(yi)藥(yao)、化(hua)(hua)工(gong)(gong)(gong)、農副(fu)產(chan)品加(jia)(jia)工(gong)(gong)(gong)等(deng)行業(ye)為重(zhong)點(dian)(dian),制(zhi)定(ding)(ding)行業(ye)“十二(er)五”清潔(jie)生產(chan)審(shen)(shen)核(he)(he)(he)計劃(hua)。在各(ge)類開發區(qu)和(he)(he)工(gong)(gong)(gong)業(ye)集中區(qu)推(tui)(tui)進(jin)生態工(gong)(gong)(gong)業(ye)園區(qu)建設。推(tui)(tui)行重(zhong)點(dian)(dian)企(qi)業(ye)強(qiang)制(zhi)性(xing)(xing)清潔(jie)生產(chan)審(shen)(shen)核(he)(he)(he)與(yu)非(fei)重(zhong)點(dian)(dian)企(qi)業(ye)自愿審(shen)(shen)核(he)(he)(he),加(jia)(jia)大(da)規模以上工(gong)(gong)(gong)業(ye)企(qi)業(ye)清潔(jie)生產(chan)審(shen)(shen)核(he)(he)(he)力(li)度,以“雙(shuang)超(chao)雙(shuang)有(you)(you)”企(qi)業(ye)和(he)(he)涉重(zhong)金(jin)屬企(qi)業(ye)為主(zhu),依(yi)法依(yi)規發布清潔(jie)生產(chan)強(qiang)制(zhi)性(xing)(xing)審(shen)(shen)核(he)(he)(he)企(qi)業(ye)名(ming)錄,定(ding)(ding)期(qi)開展審(shen)(shen)核(he)(he)(he)。推(tui)(tui)進(jin)污(wu)(wu)染(ran)(ran)企(qi)業(ye)環境(jing)(jing)績(ji)效(xiao)評(ping)估,嚴格上市(shi)企(qi)業(ye)環保核(he)(he)(he)查和(he)(he)后督查。加(jia)(jia)強(qiang)工(gong)(gong)(gong)業(ye)固體(ti)(ti)廢(fei)物污(wu)(wu)染(ran)(ran)防(fang)治,盡量(liang)就近、就地處置(zhi)和(he)(he)綜合利用(yong)(yong)(yong)(yong)。建立健全(quan)工(gong)(gong)(gong)業(ye)園區(qu)水(shui)污(wu)(wu)染(ran)(ran)物處置(zhi)與(yu)管控(kong)體(ti)(ti)系(xi),在水(shui)污(wu)(wu)染(ran)(ran)嚴重(zhong)或水(shui)環境(jing)(jing)容量(liang)小(xiao)(xiao)的(de)區(qu)域,著力(li)提高廢(fei)水(shui)排(pai)放量(liang)1萬噸/日以上的(de)園區(qu)及直(zhi)排(pai)水(shui)體(ti)(ti)的(de)企(qi)業(ye)穩定(ding)(ding)達標(biao)排(pai)放率,根據總量(liang)減排(pai)工(gong)(gong)(gong)作(zuo)需(xu)要(yao)(yao),逐步提高排(pai)放標(biao)準。實(shi)(shi)施重(zhong)點(dian)(dian)區(qu)域大(da)氣(qi)(qi)污(wu)(wu)染(ran)(ran)物特(te)別排(pai)放限值,在城(cheng)區(qu)及其近郊(jiao)禁止新建和(he)(he)擴建鋼(gang)鐵(tie)、有(you)(you)色金(jin)屬、石化(hua)(hua)、水(shui)泥、化(hua)(hua)工(gong)(gong)(gong)等(deng)重(zhong)污(wu)(wu)染(ran)(ran)企(qi)業(ye)及除“上大(da)壓小(xiao)(xiao)”、資源綜合利用(yong)(yong)(yong)(yong)和(he)(he)熱(re)電聯產(chan)以外的(de)燃(ran)煤(mei)(mei)火電廠。以電力(li)、冶金(jin)、建材、燃(ran)煤(mei)(mei)鍋(guo)爐為重(zhong)點(dian)(dian),加(jia)(jia)強(qiang)工(gong)(gong)(gong)藝過程(cheng)除塵設施建設,推(tui)(tui)進(jin)燃(ran)煤(mei)(mei)電廠、水(shui)泥廠除塵設施改(gai)造,鋼(gang)鐵(tie)行業(ye)現役燒結(球團)設備(bei)要(yao)(yao)全(quan)部采(cai)用(yong)(yong)(yong)(yong)高效(xiao)除塵器。加(jia)(jia)強(qiang)揮(hui)發性(xing)(xing)有(you)(you)機污(wu)(wu)染(ran)(ran)物和(he)(he)有(you)(you)毒廢(fei)氣(qi)(qi)控(kong)制(zhi),鼓勵使用(yong)(yong)(yong)(yong)水(shui)性(xing)(xing)、低(di)毒或低(di)揮(hui)發性(xing)(xing)有(you)(you)機溶(rong)劑,推(tui)(tui)進(jin)精(jing)細化(hua)(hua)工(gong)(gong)(gong)行業(ye)有(you)(you)機廢(fei)氣(qi)(qi)污(wu)(wu)染(ran)(ran)治理,加(jia)(jia)強(qiang)有(you)(you)機廢(fei)氣(qi)(qi)回收(shou)利用(yong)(yong)(yong)(yong)。
加(jia)強(qiang)城(cheng)(cheng)市(shi)(shi)污染綜(zong)合治理。繼續開展(zhan)(zhan)城(cheng)(cheng)市(shi)(shi)環(huan)境綜(zong)合整治定(ding)量考核,穩步(bu)推進環(huan)保(bao)(bao)模范(fan)城(cheng)(cheng)市(shi)(shi)創(chuang)建(jian)活(huo)動(dong)。強(qiang)化城(cheng)(cheng)市(shi)(shi)餐飲油(you)煙、惡臭、噪聲污染治理,加(jia)強(qiang)施(shi)(shi)工(gong)工(gong)地、渣土(tu)運(yun)輸(shu)及道路(lu)揚塵控制,對(dui)問題集(ji)中(zhong)區域進行專項(xiang)整治。加(jia)強(qiang)城(cheng)(cheng)市(shi)(shi)(鎮)餐廚垃(la)圾(ji)處理設(she)施(shi)(shi)建(jian)設(she),完善垃(la)圾(ji)處理廠(chang)滲濾液處理設(she)施(shi)(shi)。支(zhi)持有條件(jian)的(de)人(ren)口100萬以上的(de)城(cheng)(cheng)市(shi)(shi)建(jian)設(she)垃(la)圾(ji)焚燒發電項(xiang)目。全(quan)面推行生(sheng)活(huo)垃(la)圾(ji)分類(lei)處置,探索建(jian)立生(sheng)活(huo)垃(la)圾(ji)分類(lei)回(hui)收體(ti)系。全(quan)面推行機動(dong)車(che)(che)環(huan)保(bao)(bao)標(biao)志管(guan)理,實施(shi)(shi)國(guo)家第四階段機動(dong)車(che)(che)排放標(biao)準(zhun),加(jia)強(qiang)城(cheng)(cheng)市(shi)(shi)機動(dong)車(che)(che)污染監測,開展(zhan)(zhan)環(huan)保(bao)(bao)定(ding)期檢驗(yan),到2015年基本淘汰2005年以前注冊運(yun)營的(de)“黃標(biao)車(che)(che)”。加(jia)強(qiang)機動(dong)車(che)(che)環(huan)保(bao)(bao)生(sheng)產一致性監督(du)管(guan)理,禁止不符合排放標(biao)準(zhun)的(de)車(che)(che)輛生(sheng)產、銷售和注冊登(deng)記。到2015年,省控重點(dian)城(cheng)(cheng)市(shi)(shi)空氣(qi)質量年均濃度值達(da)到二級標(biao)準(zhun)以上的(de)城(cheng)(cheng)市(shi)(shi)比例達(da)到90%。
加強(qiang)(qiang)重點流(liu)域(yu)污染(ran)控(kong)制。按照水(shui)(shui)(shui)功能(neng)區水(shui)(shui)(shui)質管理目(mu)標,從嚴(yan)(yan)核定水(shui)(shui)(shui)域(yu)環(huan)境(jing)容量,嚴(yan)(yan)格(ge)控(kong)制入河湖排(pai)(pai)污總(zong)量,制定污染(ran)物(wu)排(pai)(pai)放(fang)總(zong)量控(kong)制方案。岷江(jiang)流(liu)域(yu)重點抓好成(cheng)(cheng)都、眉山段水(shui)(shui)(shui)環(huan)境(jing)整治(zhi)(zhi);沱江(jiang)流(liu)域(yu)突出(chu)德陽、成(cheng)(cheng)都污染(ran)控(kong)制,強(qiang)(qiang)化(hua)(hua)石化(hua)(hua)園區污染(ran)深(shen)度(du)治(zhi)(zhi)理;嘉陵(ling)江(jiang)、涪江(jiang)、渠(qu)江(jiang)、金沙江(jiang)、雅(ya)礱江(jiang)等(deng)水(shui)(shui)(shui)質良(liang)好的(de)(de)(de)水(shui)(shui)(shui)域(yu)實(shi)施水(shui)(shui)(shui)質維護(hu),強(qiang)(qiang)化(hua)(hua)出(chu)川(chuan)斷面區域(yu)水(shui)(shui)(shui)環(huan)境(jing)綜合整治(zhi)(zhi),推動傳統產(chan)(chan)業升級。優化(hua)(hua)流(liu)域(yu)產(chan)(chan)業布局(ju),在生(sheng)態環(huan)境(jing)敏感的(de)(de)(de)干支流(liu)源(yuan)頭、水(shui)(shui)(shui)源(yuan)涵養(yang)區和集(ji)中式飲(yin)用水(shui)(shui)(shui)水(shui)(shui)(shui)源(yuan)保(bao)護(hu)區等(deng)禁(jin)止(zhi)(zhi)開(kai)發或(huo)限制開(kai)發區域(yu),嚴(yan)(yan)格(ge)控(kong)制布局(ju)新(xin)(xin)建(jian)(jian)(jian)水(shui)(shui)(shui)污染(ran)物(wu)排(pai)(pai)放(fang)量大(da)和環(huan)境(jing)隱(yin)患突出(chu)的(de)(de)(de)產(chan)(chan)業。依法(fa)禁(jin)止(zhi)(zhi)新(xin)(xin)建(jian)(jian)(jian)、改(gai)建(jian)(jian)(jian)、擴建(jian)(jian)(jian)排(pai)(pai)放(fang)污染(ran)物(wu)的(de)(de)(de)建(jian)(jian)(jian)設項目(mu)地(di)區,對已建(jian)(jian)(jian)成(cheng)(cheng)的(de)(de)(de)排(pai)(pai)放(fang)污染(ran)物(wu)的(de)(de)(de)建(jian)(jian)(jian)設項目(mu),責令拆除或(huo)關(guan)閉。推進流(liu)域(yu)監控(kong)預(yu)警(jing)平臺建(jian)(jian)(jian)設,強(qiang)(qiang)化(hua)(hua)水(shui)(shui)(shui)質監測(ce)和風(feng)險(xian)防控(kong)。到2015年(nian),全省五大(da)水(shui)(shui)(shui)系(xi)國控(kong)、省控(kong)斷面優于Ⅲ類水(shui)(shui)(shui)質的(de)(de)(de)比例達到70%,劣Ⅴ類水(shui)(shui)(shui)質的(de)(de)(de)比例不超(chao)過6.5%。
加強(qiang)重(zhong)點(dian)小流域(yu)(yu)和(he)湖(hu)庫污染綜(zong)合(he)治(zhi)理(li)。以釜溪(xi)河、威(wei)遠河等不達標小流域(yu)(yu)為整治(zhi)重(zhong)點(dian),加強(qiang)流域(yu)(yu)生活污染、工業(ye)污染、農村面源污染和(he)畜禽養殖污染綜(zong)合(he)治(zhi)理(li),合(he)理(li)劃(hua)定畜禽禁養區,開展枯水(shui)期流域(yu)(yu)排(pai)污總量控制(zhi)試點(dian)。以邛海、升鐘水(shui)庫、長葫(hu)水(shui)庫、黑龍灘水(shui)庫、紫坪鋪水(shui)庫、瀘沽湖(hu)為重(zhong)點(dian),推進全省大(da)中型水(shui)庫水(shui)質保護,加強供水(shui)人口集中的湖庫污染(ran)綜(zong)合治(zhi)理。
(三)加快推進農村(cun)環(huan)境保護。
開展(zhan)農(nong)(nong)(nong)村(cun)(cun)環(huan)境(jing)(jing)綜(zong)合整治。深化“以獎促治”、“以獎代補”政策,逐步擴(kuo)大農(nong)(nong)(nong)村(cun)(cun)環(huan)境(jing)(jing)連片整治范圍,集(ji)中治理存在突出環(huan)境(jing)(jing)問(wen)題的集(ji)鎮和村(cun)(cun)莊。加強(qiang)農(nong)(nong)(nong)村(cun)(cun)生(sheng)活污(wu)水處(chu)理設(she)(she)施(shi)建設(she)(she),鼓勵城(cheng)(cheng)市(shi)周邊村(cun)(cun)鎮污(wu)水納入城(cheng)(cheng)市(shi)污(wu)水收(shou)集(ji)管網統一處(chu)理。加強(qiang)農(nong)(nong)(nong)村(cun)(cun)生(sheng)活垃圾(ji)處(chu)理設(she)(she)施(shi)建設(she)(she),按照(zhao)“村(cun)(cun)收(shou)集(ji)、鄉(鎮)運輸、縣處(chu)理”的模式,建立(li)完(wan)善農(nong)(nong)(nong)村(cun)(cun)生(sheng)活垃圾(ji)處(chu)理機制。支持有條件(jian)的農(nong)(nong)(nong)村(cun)(cun)住戶實施(shi)“兩池(chi)六改(gai)”(建沼氣池(chi)、生(sheng)活污(wu)水處(chu)理利用池(chi),改(gai)房、改(gai)廚(chu)、改(gai)廁(ce)、改(gai)路、改(gai)水、改(gai)環(huan)境(jing)(jing)),推(tui)進生(sheng)態家園建設(she)(she)。加大農(nong)(nong)(nong)村(cun)(cun)地區(qu)工礦企業污(wu)染防(fang)治力(li)度,防(fang)止污(wu)染向農(nong)(nong)(nong)村(cun)(cun)轉(zhuan)移。
強化規模化畜禽(qin)(qin)養(yang)(yang)(yang)(yang)殖(zhi)(zhi)(zhi)污(wu)(wu)染(ran)(ran)治理(li)(li)。以(yi)規模化畜禽(qin)(qin)養(yang)(yang)(yang)(yang)殖(zhi)(zhi)(zhi)場和(he)養(yang)(yang)(yang)(yang)殖(zhi)(zhi)(zhi)小區為重點,嚴格(ge)執行畜禽(qin)(qin)養(yang)(yang)(yang)(yang)殖(zhi)(zhi)(zhi)業污(wu)(wu)染(ran)(ran)物(wu)排放標準, 積(ji)極(ji)推(tui)進(jin)(jin)養(yang)(yang)(yang)(yang)殖(zhi)(zhi)(zhi)小區、散養(yang)(yang)(yang)(yang)密集(ji)區污(wu)(wu)染(ran)(ran)物(wu)統一收集(ji)、治理(li)(li),推(tui)進(jin)(jin)養(yang)(yang)(yang)(yang)殖(zhi)(zhi)(zhi)廢棄物(wu)資源化利(li)用。推(tui)廣(guang)水(shui)產生(sheng)態養(yang)(yang)(yang)(yang)殖(zhi)(zhi)(zhi)模式(shi)和(he)清潔生(sheng)產技術,控制(zhi)網箱養(yang)(yang)(yang)(yang)魚,禁(jin)止施肥養(yang)(yang)(yang)(yang)魚。到(dao)2015年,80%以(yi)上規模化畜禽(qin)(qin)養(yang)(yang)(yang)(yang)殖(zhi)(zhi)(zhi)場配套建設(she)固(gu)體(ti)廢物(wu)和(he)廢水(shui)貯(zhu)存(cun)處理(li)(li)設(she)施。
加強(qiang)(qiang)面源污染(ran)防治(zhi)(zhi)。繼續開(kai)展(zhan)土壤(rang)環境調查,加強(qiang)(qiang)重點區域(yu)尤(you)其(qi)是基(ji)本農(nong)田(tian)、重要(yao)農(nong)產(chan)品產(chan)地和(he)“菜籃子”基(ji)地土壤(rang)環境質量監測和(he)污染(ran)風險評估。抓好污染(ran)土壤(rang)治(zhi)(zhi)理(li)修復(fu)(fu)研究和(he)試點示(shi)范(fan),工業(ye)(ye)企業(ye)(ye)廢(fei)棄(qi)場地再開(kai)發(fa)利用(yong)的,應進(jin)行環境風險評估和(he)治(zhi)(zhi)理(li)修復(fu)(fu)。大力發(fa)展(zhan)現代農(nong)業(ye)(ye)和(he)生態農(nong)業(ye)(ye),科學(xue)施用(yong)化肥、農(nong)藥(yao),合理(li)使用(yong)農(nong)膜(mo)(mo),開(kai)展(zhan)農(nong)膜(mo)(mo)及農(nong)業(ye)(ye)廢(fei)棄(qi)包(bao)裝物回收利用(yong)。推進(jin)秸(jie)稈資(zi)源化綜合利用(yong),禁止露(lu)天(tian)焚燒(shao)秸(jie)稈等農(nong)作物廢(fei)棄(qi)物。
(四)切實加強生態保護。
大力推進生(sheng)(sheng)(sheng)(sheng)態省(sheng)建(jian)設(she)(she)(she)。按照《四川(chuan)生(sheng)(sheng)(sheng)(sheng)態省(sheng)建(jian)設(she)(she)(she)規劃(hua)綱要(yao)》第二階段(duan)目(mu)標任(ren)務要(yao)求,繼續開(kai)展(zhan)生(sheng)(sheng)(sheng)(sheng)態市(shi)、生(sheng)(sheng)(sheng)(sheng)態縣(xian)、生(sheng)(sheng)(sheng)(sheng)態鄉鎮、生(sheng)(sheng)(sheng)(sheng)態村等生(sheng)(sheng)(sheng)(sheng)態示范創建(jian)活(huo)動,在(zai)有條件的地區開(kai)展(zhan)生(sheng)(sheng)(sheng)(sheng)態文明(ming)建(jian)設(she)(she)(she)試(shi)點。到(dao)2015年(nian),建(jian)成10—15個國家級生(sheng)(sheng)(sheng)(sheng)態縣(xian)、40—60個省(sheng)級生(sheng)(sheng)(sheng)(sheng)態縣(xian),建(jian)成一批生(sheng)(sheng)(sheng)(sheng)態細胞(bao)示范工程,努力提升全省(sheng)生(sheng)(sheng)(sheng)(sheng)態文明(ming)水平。
加(jia)強重要(yao)生(sheng)(sheng)(sheng)態(tai)功(gong)能區(qu)保(bao)護(hu)(hu)(hu)。以秦巴(ba)山(shan)區(qu)、若爾(er)蓋、三(san)江源、川(chuan)滇干(gan)熱河(he)(he)谷、橫(heng)斷山(shan)、岷山(shan)—邛崍山(shan)等國家(jia)重要(yao)生(sheng)(sheng)(sheng)態(tai)功(gong)能保(bao)護(hu)(hu)(hu)區(qu)建設(she)(she)為重點,大力(li)推進生(sheng)(sheng)(sheng)態(tai)保(bao)育和恢復(fu)。實施《青藏高原區(qu)域生(sheng)(sheng)(sheng)態(tai)建設(she)(she)與環境保(bao)護(hu)(hu)(hu)規劃(2011—2030年(nian))》,積極推進川(chuan)西(xi)北地(di)區(qu)草(cao)原保(bao)護(hu)(hu)(hu)和建設(she)(she),加(jia)強“三(san)化(hua)(hua)”草(cao)地(di)治理(li)(li),開展草(cao)原沙(sha)(sha)化(hua)(hua)治理(li)(li)生(sheng)(sheng)(sheng)態(tai)經濟新模式研究探索,加(jia)大退牧還草(cao)、退耕還草(cao)力(li)度,初(chu)步(bu)遏(e)制草(cao)地(di)生(sheng)(sheng)(sheng)態(tai)系統(tong)惡化(hua)(hua)趨勢(shi)。加(jia)強濕地(di)保(bao)護(hu)(hu)(hu),逐步(bu)恢復(fu)濕地(di)生(sheng)(sheng)(sheng)態(tai)功(gong)能,保(bao)護(hu)(hu)(hu)濕地(di)特有珍稀野生(sheng)(sheng)(sheng)動(dong)植物棲(qi)息地(di),實施若爾(er)蓋濕地(di)修復(fu)工程,嚴(yan)禁無序(xu)開采泥(ni)炭資(zi)源。在(zai)金沙(sha)(sha)江、岷江、沱江、雅礱江、大渡河(he)(he)等主要(yao)河(he)(he)流(liu)建設(she)(she)沿江生(sheng)(sheng)(sheng)態(tai)防護(hu)(hu)(hu)林帶,恢復(fu)和強化(hua)(hua)重要(yao)河(he)(he)流(liu)“生(sheng)(sheng)(sheng)態(tai)廊道(dao)”功(gong)能,讓(rang)江河(he)(he)湖泊等重要(yao)生(sheng)(sheng)(sheng)態(tai)系統(tong)休養生(sheng)(sheng)(sheng)息。
加強自(zi)(zi)然(ran)保(bao)(bao)護(hu)(hu)(hu)區(qu)(qu)綜合(he)管(guan)理。大(da)力(li)實施國家(jia)級、省(sheng)(sheng)級自(zi)(zi)然(ran)保(bao)(bao)護(hu)(hu)(hu)區(qu)(qu)管(guan)理達(da)標建(jian)設(she)工(gong)程,“十二五”期(qi)間,40%以上的省(sheng)(sheng)級自(zi)(zi)然(ran)保(bao)(bao)護(hu)(hu)(hu)區(qu)(qu)管(guan)護(hu)(hu)(hu)能(neng)力(li)達(da)到省(sheng)(sheng)級規(gui)范化建(jian)設(she)標準,60%的國家(jia)級自(zi)(zi)然(ran)保(bao)(bao)護(hu)(hu)(hu)區(qu)(qu)管(guan)護(hu)(hu)(hu)能(neng)力(li)基本達(da)到國家(jia)規(gui)范化建(jian)設(she)標準。實施岷山、秦嶺區(qu)(qu)域(yu)相連保(bao)(bao)護(hu)(hu)(hu)區(qu)(qu)的升級、擴大(da)或合(he)并(bing),加強大(da)熊貓(mao)棲息地恢復及走廊帶建(jian)設(she)。加大(da)自(zi)(zi)然(ran)保(bao)(bao)護(hu)(hu)(hu)區(qu)(qu)內違(wei)法開發(fa)建(jian)設(she)和違(wei)規(gui)采礦等活動(dong)的查處力(li)度。
強(qiang)化生(sheng)(sheng)(sheng)物(wu)(wu)多樣性(xing)(xing)(xing)保(bao)(bao)護(hu)。積極組織實施(shi)《四川省(sheng)生(sheng)(sheng)(sheng)物(wu)(wu)多樣性(xing)(xing)(xing)保(bao)(bao)護(hu)戰略與行動計劃(2011—2020年)》,建(jian)立(li)生(sheng)(sheng)(sheng)物(wu)(wu)多樣性(xing)(xing)(xing)監測與預警體(ti)系(xi)(xi),開展生(sheng)(sheng)(sheng)態系(xi)(xi)統狀況評估。推(tui)動建(jian)立(li)珍稀(xi)瀕(bin)危(wei)及四川省(sheng)特有(you)野生(sheng)(sheng)(sheng)動植物(wu)(wu)保(bao)(bao)護(hu)小區,有(you)效保(bao)(bao)護(hu)棲(qi)息地,對瀕(bin)危(wei)國(guo)(guo)家級重(zhong)點保(bao)(bao)護(hu)動植物(wu)(wu)實施(shi)搶救性(xing)(xing)(xing)保(bao)(bao)護(hu)。到2015年,95%以上的國(guo)(guo)家及省(sheng)級重(zhong)點野生(sheng)(sheng)(sheng)保(bao)(bao)護(hu)動植物(wu)(wu)種類得(de)到有(you)效保(bao)(bao)護(hu)。
加(jia)強礦產、水電、旅(lv)游資(zi)(zi)源(yuan)開發和交通基礎設施建設中的生態保護。科學劃(hua)分礦產資(zi)(zi)源(yuan)勘(kan)查、開采功能區,嚴格執(zhi)行礦產資(zi)(zi)源(yuan)開發的環(huan)(huan)境(jing)準入條件,全面落實礦山地質環(huan)(huan)境(jing)恢(hui)復治(zhi)理保證金制度,開展歷(li)史遺留礦山環(huan)(huan)境(jing)治(zhi)理與恢(hui)復。健(jian)全水能資(zi)(zi)源(yuan)開發綜合決(jue)策機制,在
保(bao)(bao)護(hu)生(sheng)態環境(jing)的基礎上有(you)序開發水能資(zi)源(yuan),嚴格環境(jing)準入條(tiao)件,實施(shi)流域生(sheng)態調(diao)度,推行(xing)水電項目環境(jing)影響后評(ping)估制度,提高生(sheng)態保(bao)(bao)護(hu)和恢(hui)復建設(she)(she)標(biao)準。完善旅游(you)區(qu)環境(jing)基礎設(she)(she)施(shi),加強(qiang)旅游(you)區(qu)生(sheng)態環境(jing)監管(guan)。加強(qiang)汶川地震災(zai)區(qu)生(sheng)態修復和保(bao)(bao)護(hu)力度。
(五)嚴(yan)格(ge)執行環境影響評價制度。
大力推進規(gui)(gui)(gui)劃(hua)環(huan)評(ping)。健(jian)全(quan)規(gui)(gui)(gui)劃(hua)環(huan)評(ping)與項目環(huan)評(ping)聯動機(ji)制,凡依法應當開展環(huan)評(ping)的(de)(de)規(gui)(gui)(gui)劃(hua),規(gui)(gui)(gui)劃(hua)環(huan)評(ping)是項目環(huan)評(ping)受理的(de)(de)前置(zhi)條件。凡已經(jing)通過環(huan)評(ping)的(de)(de)規(gui)(gui)(gui)劃(hua),其(qi)包含的(de)(de)建設(she)項目環(huan)評(ping)內容(rong)可(ke)適當簡化。
強化建(jian)(jian)設項(xiang)(xiang)(xiang)目(mu)環(huan)(huan)(huan)評。凡依法(fa)(fa)應(ying)(ying)當進行環(huan)(huan)(huan)評的(de)(de)建(jian)(jian)設項(xiang)(xiang)(xiang)目(mu),必(bi)須開展(zhan)環(huan)(huan)(huan)評,并(bing)把主要污(wu)(wu)(wu)染(ran)物排(pai)放總量(liang)控(kong)制指標作為新(xin)改(gai)擴建(jian)(jian)項(xiang)(xiang)(xiang)目(mu)環(huan)(huan)(huan)評審(shen)(shen)批(pi)的(de)(de)前(qian)置條件(jian)。凡需新(xin)增污(wu)(wu)(wu)染(ran)物排(pai)放量(liang)的(de)(de)建(jian)(jian)設項(xiang)(xiang)(xiang)目(mu),項(xiang)(xiang)(xiang)目(mu)所在地(di)區(qu)(qu)必(bi)須削減(jian)一定比例的(de)(de)同類污(wu)(wu)(wu)染(ran)物,并(bing)納入年度(du)減(jian)排(pai)計(ji)劃(hua)。建(jian)(jian)立健全建(jian)(jian)設項(xiang)(xiang)(xiang)目(mu)環(huan)(huan)(huan)境(jing)(jing)風(feng)險評價體系,風(feng)險不可控(kong)的(de)(de)項(xiang)(xiang)(xiang)目(mu)、風(feng)險應(ying)(ying)急體系不完備的(de)(de)項(xiang)(xiang)(xiang)目(mu)一律(lv)從(cong)嚴(yan)審(shen)(shen)批(pi);無環(huan)(huan)(huan)境(jing)(jing)容(rong)量(liang)和(he)超總量(liang)指標的(de)(de)地(di)區(qu)(qu)建(jian)(jian)設項(xiang)(xiang)(xiang)目(mu)一律(lv)從(cong)嚴(yan)審(shen)(shen)批(pi);高排(pai)放、高污(wu)(wu)(wu)染(ran)項(xiang)(xiang)(xiang)目(mu)一律(lv)從(cong)嚴(yan)審(shen)(shen)批(pi);對發生重(zhong)特大污(wu)(wu)(wu)染(ran)事故、環(huan)(huan)(huan)境(jing)(jing)風(feng)險隱患(huan)突(tu)出、污(wu)(wu)(wu)水垃(la)圾等環(huan)(huan)(huan)保(bao)設施(shi)建(jian)(jian)設嚴(yan)重(zhong)滯后、環(huan)(huan)(huan)評管理及“三同時(shi)”環(huan)(huan)(huan)保(bao)竣工驗收違法(fa)(fa)嚴(yan)重(zhong)的(de)(de)地(di)區(qu)(qu),其建(jian)(jian)設項(xiang)(xiang)(xiang)目(mu)一律(lv)從(cong)嚴(yan)審(shen)(shen)批(pi)。
強化(hua)建(jian)(jian)設項目(mu)過程監(jian)(jian)管和(he)環(huan)保(bao)驗(yan)收(shou)。對環(huan)評文件未經批準即擅自(zi)開工建(jian)(jian)設、建(jian)(jian)設過程中擅自(zi)作出重(zhong)大(da)變更、未經環(huan)保(bao)驗(yan)收(shou)即擅自(zi)投產等違法違規行為(wei),依法追究相關(guan)部門、企業(ye)和(he)人員(yuan)的責任(ren)。對涉及(ji)環(huan)境(jing)(jing)敏(min)感區、環(huan)境(jing)(jing)風險高(gao)、污染較重(zhong)、施工期(qi)環(huan)境(jing)(jing)影響較大(da)的建(jian)(jian)設項目(mu)開展環(huan)境(jing)(jing)監(jian)(jian)理(li)試(shi)點(dian),將建(jian)(jian)設項目(mu)環(huan)境(jing)(jing)監(jian)(jian)理(li)報告作為(wei)環(huan)保(bao)部門進行試(shi)生(sheng)產審查和(he)竣(jun)工環(huan)保(bao)驗(yan)收(shou)的重(zhong)要依據之一。加強對環(huan)境(jing)(jing)監(jian)(jian)理(li)單(dan)位的監(jian)(jian)督考核,強化(hua)環(huan)境(jing)(jing)監(jian)(jian)理(li)單(dan)位及(ji)從業(ye)人員(yuan)資質(zhi)管理(li)。
(六)大力發展環保產業。
加(jia)強環(huan)(huan)(huan)保(bao)產(chan)業(ye)(ye)(ye)發展引導和規范(fan)。出臺全(quan)省環(huan)(huan)(huan)保(bao)產(chan)業(ye)(ye)(ye)發展規劃,建(jian)立(li)健全(quan)環(huan)(huan)(huan)保(bao)產(chan)業(ye)(ye)(ye)技術信息平臺,擴大(da)環(huan)(huan)(huan)保(bao)產(chan)業(ye)(ye)(ye)市場需求(qiu)。加(jia)大(da)政策扶持力度,制定一批環(huan)(huan)(huan)保(bao)產(chan)業(ye)(ye)(ye)管理制度,規范(fan)環(huan)(huan)(huan)保(bao)產(chan)業(ye)(ye)(ye)市場。拓寬(kuan)投融資渠(qu)(qu)道,鼓勵(li)多渠(qu)(qu)道建(jian)立(li)環(huan)(huan)(huan)保(bao)產(chan)業(ye)(ye)(ye)發展專項(xiang)資金,鼓勵(li)符合條(tiao)件的節能環(huan)(huan)(huan)保(bao)企業(ye)(ye)(ye)上市融資。
不(bu)斷(duan)壯(zhuang)大環(huan)(huan)保(bao)(bao)產(chan)業(ye)(ye)(ye)。把擴(kuo)大內(nei)需與發展環(huan)(huan)保(bao)(bao)產(chan)業(ye)(ye)(ye)有(you)機結合,加快(kuai)發展環(huan)(huan)保(bao)(bao)設(she)備(bei)(bei)和(he)環(huan)(huan)保(bao)(bao)產(chan)品制造(zao)業(ye)(ye)(ye),大力發展環(huan)(huan)境(jing)服務業(ye)(ye)(ye),不(bu)斷(duan)壯(zhuang)大資源綜合利用業(ye)(ye)(ye),積(ji)極(ji)培育(yu)生態修(xiu)復產(chan)業(ye)(ye)(ye)。抓緊培育(yu)一批(pi)(pi)環(huan)(huan)保(bao)(bao)骨干企業(ye)(ye)(ye),打造(zao)一批(pi)(pi)環(huan)(huan)保(bao)(bao)名牌產(chan)品,建(jian)設(she)一批(pi)(pi)環(huan)(huan)保(bao)(bao)產(chan)業(ye)(ye)(ye)園區,形成成都、綿陽、自貢三個(ge)環(huan)(huan)保(bao)(bao)產(chan)業(ye)(ye)(ye)發展核心區域,輻射帶動德陽、資陽、樂山(shan)、宜賓、瀘州、內(nei)江、攀枝花等(deng)(deng)地環(huan)(huan)保(bao)(bao)產(chan)業(ye)(ye)(ye)發展。加快(kuai)環(huan)(huan)保(bao)(bao)科(ke)技成果轉化(hua),實施(shi)重大環(huan)(huan)保(bao)(bao)技術(shu)(shu)裝備(bei)(bei)及產(chan)品產(chan)業(ye)(ye)(ye)化(hua)示范工程。積(ji)極(ji)發展環(huan)(huan)保(bao)(bao)設(she)施(shi)社會化(hua)運營、環(huan)(huan)境(jing)咨詢、環(huan)(huan)境(jing)監理、工程技術(shu)(shu)設(she)計、認證評(ping)估等(deng)(deng)環(huan)(huan)境(jing)服務業(ye)(ye)(ye),鼓勵使(shi)用環(huan)(huan)境(jing)標(biao)志、環(huan)(huan)保(bao)(bao)認證和(he)綠色(se)印刷產(chan)品。開(kai)展環(huan)(huan)境(jing)保(bao)(bao)護設(she)施(shi)行(xing)政代執行(xing)試點。
二、著(zhu)力加強環境(jing)風險防控
(七)強化(hua)環境(jing)風(feng)險全過程管理(li)。
完(wan)善環(huan)(huan)境(jing)(jing)(jing)應(ying)急(ji)(ji)(ji)管理(li)體系(xi)。構建(jian)政府主(zhu)導、部門協調、分(fen)級負責、屬地管理(li)為主(zhu)、全(quan)(quan)社會(hui)共同參與(yu)的環(huan)(huan)境(jing)(jing)(jing)應(ying)急(ji)(ji)(ji)管理(li)機制(zhi)。建(jian)立健全(quan)(quan)省、市、縣三(san)級環(huan)(huan)境(jing)(jing)(jing)應(ying)急(ji)(ji)(ji)管理(li)指揮平臺(tai)和(he)處理(li)機制(zhi),配備(bei)(bei)(bei)指揮裝備(bei)(bei)(bei)、應(ying)急(ji)(ji)(ji)車輛、取(qu)證和(he)防護等設備(bei)(bei)(bei),加強環(huan)(huan)境(jing)(jing)(jing)應(ying)急(ji)(ji)(ji)救(jiu)援物資儲備(bei)(bei)(bei),強化(hua)環(huan)(huan)境(jing)(jing)(jing)應(ying)急(ji)(ji)(ji)技術支撐和(he)處置救(jiu)援隊伍建(jian)設,定(ding)期(qi)組織流域(yu)、區域(yu)環(huan)(huan)境(jing)(jing)(jing)應(ying)急(ji)(ji)(ji)培(pei)訓(xun)和(he)演(yan)練,提高(gao)區域(yu)聯防聯控水平。在老少邊窮地區、重點流域(yu)、重點區域(yu)建(jian)設流動環(huan)(huan)境(jing)(jing)(jing)應(ying)急(ji)(ji)(ji)預警監測系(xi)統,提高(gao)省級環(huan)(huan)境(jing)(jing)(jing)污(wu)染與(yu)化(hua)學毒物偵測、鑒(jian)別技術水平。
加強重(zhong)點環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)風險(xian)(xian)源(yuan)(yuan)和(he)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)敏感點調查評(ping)估。對化工企(qi)業、重(zhong)金屬行業、工業園(yuan)區和(he)尾礦庫等重(zhong)大環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)風險(xian)(xian)源(yuan)(yuan)進(jin)行排查,建立(li)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)風險(xian)(xian)源(yuan)(yuan)分類(lei)檔案、信息(xi)數據庫和(he)應急(ji)專家庫。將環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)風險(xian)(xian)納入(ru)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)功能區劃、環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)影響評(ping)價、環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)監測、環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)執法等環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)管理體(ti)系。
(八)加(jia)強(qiang)重金屬污染防(fang)治。
認真組織(zhi)實施重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)(shu)污(wu)染(ran)防(fang)治“十(shi)二五”規劃(hua)。調(diao)整優化(hua)涉(she)重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)(shu)企(qi)業(ye)布局,提高(gao)行業(ye)準入門檻(jian),嚴格落實衛生防(fang)護(hu)距離,禁止(zhi)(zhi)在重(zhong)(zhong)(zhong)(zhong)點防(fang)控區(qu)(qu)(qu)域新改擴建增加重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)(shu)污(wu)染(ran)物(wu)排(pai)放(fang)總量(liang)(liang)的(de)項(xiang)目(mu),在人口聚居區(qu)(qu)(qu)和飲水、食(shi)品(pin)(pin)安全保障區(qu)(qu)(qu)堅決(jue)禁止(zhi)(zhi)新上(shang)涉(she)重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)(shu)項(xiang)目(mu)。積極淘汰(tai)涉(she)重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)(shu)企(qi)業(ye)落后產能,堅持(chi)新增產能與淘汰(tai)產能“等量(liang)(liang)置換(huan)”或(huo)“減量(liang)(liang)置換(huan)”原則。開展農(nong)產品(pin)(pin)產地重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)(shu)污(wu)染(ran)綜合防(fang)治,建立農(nong)產品(pin)(pin)產地分(fen)級管理(li)制(zhi)度,提升(sheng)農(nong)產品(pin)(pin)安全保障水平。到2015年,國家重(zhong)(zhong)(zhong)(zhong)點防(fang)控區(qu)(qu)(qu)的(de)重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)(shu)污(wu)染(ran)物(wu)排(pai)放(fang)量(liang)(liang)比2007年降(jiang)低(di)15%,省級重(zhong)(zhong)(zhong)(zhong)點防(fang)控區(qu)(qu)(qu)的(de)重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)(shu)污(wu)染(ran)物(wu)排(pai)放(fang)量(liang)(liang)比2007年降(jiang)低(di)5%,非重(zhong)(zhong)(zhong)(zhong)點防(fang)控區(qu)(qu)(qu)主要重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)(shu)污(wu)染(ran)物(wu)實現零(ling)增長(chang)。
加(jia)強重(zhong)金(jin)屬(shu)環境監管。將涉(she)重(zhong)金(jin)屬(shu)企(qi)業(ye)(ye)納入重(zhong)點(dian)污(wu)染(ran)(ran)源(yuan)進(jin)行(xing)(xing)管理。加(jia)強對有色金(jin)屬(shu)礦(kuang)(含伴生(sheng)礦(kuang))采(cai)選冶煉業(ye)(ye)、含鉛蓄電池業(ye)(ye)、皮(pi)革及其制(zhi)品業(ye)(ye)以及電鍍行(xing)(xing)業(ye)(ye)等(deng)的(de)風(feng)險排(pai)(pai)查,強化(hua)涉(she)汞、鎘、鉻(ge)、鉛、砷(shen)等(deng)重(zhong)金(jin)屬(shu)風(feng)險源(yuan)的(de)監管,對重(zhong)金(jin)屬(shu)污(wu)染(ran)(ran)重(zhong)點(dian)防控(kong)地區、行(xing)(xing)業(ye)(ye)和企(qi)業(ye)(ye)進(jin)行(xing)(xing)集中治理,對造成污(wu)染(ran)(ran)的(de)涉(she)重(zhong)金(jin)屬(shu)企(qi)業(ye)(ye)加(jia)大(da)處罰力度,采(cai)取限期整治措施,仍然達不(bu)到要求的(de),依法關停(ting)取締(di)。建設(she)省級重(zhong)金(jin)屬(shu)污(wu)染(ran)(ran)防控(kong)重(zhong)點(dian)實(shi)驗室,強化(hua)重(zhong)金(jin)屬(shu)排(pai)(pai)放(fang)企(qi)業(ye)(ye)監督性監測(ce)。積(ji)極妥善(shan)處理涉(she)重(zhong)金(jin)屬(shu)污(wu)染(ran)(ran)歷史(shi)遺(yi)留(liu)問題。
(九)嚴(yan)格化學品環境管理。
建立健全(quan)(quan)化(hua)(hua)學(xue)品(pin)(pin)(pin)全(quan)(quan)過程(cheng)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)管理制(zhi)度(du)(du)。落(luo)實化(hua)(hua)學(xue)品(pin)(pin)(pin)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)污(wu)染責(ze)(ze)任終身追究制(zhi)和全(quan)(quan)過程(cheng)行政問責(ze)(ze)制(zhi),對化(hua)(hua)學(xue)品(pin)(pin)(pin)項目布局(ju)進行環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)風(feng)險(xian)(xian)評估,把環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)風(feng)險(xian)(xian)評估作為危險(xian)(xian)化(hua)(hua)學(xue)品(pin)(pin)(pin)項目評估的重(zhong)要(yao)內容,提高化(hua)(hua)學(xue)品(pin)(pin)(pin)生(sheng)(sheng)產(chan)的環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)準入條件和建設標準,嚴(yan)格控制(zhi)高污(wu)染、高風(feng)險(xian)(xian)化(hua)(hua)學(xue)品(pin)(pin)(pin)企業(ye)生(sheng)(sheng)產(chan)規模,科學(xue)確定并(bing)落(luo)實化(hua)(hua)學(xue)品(pin)(pin)(pin)建設項目環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)安(an)全(quan)(quan)防護距離(li)。對化(hua)(hua)學(xue)品(pin)(pin)(pin)生(sheng)(sheng)產(chan)經營企業(ye)進行環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)隱患(huan)排查,對江河湖泊沿岸化(hua)(hua)工(gong)企業(ye)進行綜合整(zheng)治,強化(hua)(hua)安(an)全(quan)(quan)保障措施。落(luo)實化(hua)(hua)學(xue)品(pin)(pin)(pin)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)管理登記制(zhi)度(du)(du),依法淘(tao)汰高毒(du)、難降解、高環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)危害的化(hua)(hua)學(xue)品(pin)(pin)(pin),限制(zhi)生(sheng)(sheng)產(chan)和使用高環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)風(feng)險(xian)(xian)化(hua)(hua)學(xue)品(pin)(pin)(pin)。嚴(yan)格落(luo)實化(hua)(hua)工(gong)園區環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)管理制(zhi)度(du)(du)。
加強持(chi)久(jiu)(jiu)(jiu)性有(you)(you)機污(wu)染(ran)(ran)物(POPs)排(pai)放(fang)重點行業(ye)監督管理。削減(jian)、控(kong)制和無害化處置現有(you)(you)持(chi)久(jiu)(jiu)(jiu)性有(you)(you)機污(wu)染(ran)(ran)物,控(kong)制重點行業(ye)和地區二噁(wu)英排(pai)放(fang),“十二五”期(qi)間(jian)全省二噁(wu)英排(pai)放(fang)強度(du)降低10%。推動環境公約(yue)增列持(chi)久(jiu)(jiu)(jiu)性有(you)(you)機污(wu)染(ran)(ran)物類物質(zhi)的(de)淘汰(tai)、削減(jian)和控(kong)制。
(十)加強(qiang)危險廢物污染(ran)防(fang)治(zhi)。
強(qiang)化危(wei)(wei)險(xian)廢物(wu)(wu)環(huan)(huan)境(jing)管理。嚴(yan)格落(luo)實危(wei)(wei)險(xian)廢物(wu)(wu)申報(bao)登記、轉移(yi)(yi)聯單和(he)經(jing)營許可(ke)證制(zhi)度,加強(qiang)對(dui)危(wei)(wei)險(xian)廢物(wu)(wu)貯存、運輸、處(chu)(chu)置(zhi)和(he)城鎮(zhen)污(wu)(wu)水處(chu)(chu)理廠污(wu)(wu)泥處(chu)(chu)置(zhi)的環(huan)(huan)境(jing)監管,嚴(yan)懲危(wei)(wei)險(xian)廢物(wu)(wu)非法傾倒、轉移(yi)(yi)行(xing)為,鼓勵企業(ye)開(kai)展危(wei)(wei)險(xian)廢物(wu)(wu)綜(zong)合利用。規范危(wei)(wei)險(xian)廢物(wu)(wu)處(chu)(chu)置(zhi)收費行(xing)為,建立危(wei)(wei)險(xian)廢物(wu)(wu)應急處(chu)(chu)置(zhi)專項資金。
推行廢(fei)(fei)棄(qi)電(dian)(dian)(dian)器電(dian)(dian)(dian)子(zi)產品回收(shou)處理。完善(shan)廢(fei)(fei)棄(qi)電(dian)(dian)(dian)器電(dian)(dian)(dian)子(zi)產品回收(shou)處理費用補(bu)貼(tie)和監督(du)管理機制(zhi),建設廢(fei)(fei)舊物品回收(shou)體(ti)(ti)系和集(ji)中加工處理園區。到(dao)(dao)2015年,廢(fei)(fei)舊電(dian)(dian)(dian)子(zi)電(dian)(dian)(dian)器、廢(fei)(fei)舊汽車規范化處置率達到(dao)(dao)70%。
加強(qiang)醫療廢(fei)(fei)物和(he)(he)其他危險(xian)廢(fei)(fei)物處(chu)置(zhi)(zhi)設(she)施建(jian)設(she)。加快建(jian)設(she)成都、攀枝花危險(xian)廢(fei)(fei)物集中(zhong)處(chu)置(zhi)(zhi)項目,完善市(州)醫療廢(fei)(fei)物集中(zhong)處(chu)置(zhi)(zhi)設(she)施和(he)(he)制度。到(dao)2015年,全省危險(xian)廢(fei)(fei)物、醫療廢(fei)(fei)物基本得到(dao)安全處(chu)置(zhi)(zhi)。
(十一)強(qiang)化(hua)核(he)與(yu)輻射安全(quan)監管(guan)。
加強核(he)(he)與(yu)輻(fu)射(she)(she)安(an)全監(jian)管(guan)能(neng)力(li)建設(she)。逐步健(jian)全省、市(州)及重點(dian)(dian)縣核(he)(he)與(yu)輻(fu)射(she)(she)環(huan)境(jing)(jing)監(jian)管(guan)體(ti)系,建立省級核(he)(he)與(yu)輻(fu)射(she)(she)應(ying)急協(xie)調指揮系統(tong)和(he)市(州)及重點(dian)(dian)縣核(he)(he)與(yu)輻(fu)射(she)(she)應(ying)急監(jian)測(ce)調度平(ping)臺(tai),定期開展核(he)(he)與(yu)輻(fu)射(she)(she)安(an)全應(ying)急演練。加強核(he)(he)與(yu)輻(fu)射(she)(she)環(huan)境(jing)(jing)監(jian)測(ce)能(neng)力(li)和(he)省輻(fu)射(she)(she)環(huan)境(jing)(jing)監(jian)測(ce)中心(xin)站建設(she),在核(he)(he)設(she)施所在地及攀西、川(chuan)東、川(chuan)南地區(qu)建設(she)區(qu)域性重點(dian)(dian)監(jian)測(ce)站,建設(she)全省輻(fu)射(she)(she)環(huan)境(jing)(jing)監(jian)測(ce)網。完善(shan)核(he)(he)與(yu)輻(fu)射(she)(she)安(an)全審(shen)評方法(fa),推動(dong)市(州)輻(fu)射(she)(she)環(huan)境(jing)(jing)監(jian)測(ce)資(zi)質認證。
嚴格核與(yu)輻(fu)射(she)環(huan)(huan)(huan)(huan)境管(guan)(guan)(guan)理(li)。加(jia)強對高危放(fang)射(she)源(yuan)、稀土(tu)礦(kuang)冶及稀土(tu)加(jia)工(gong)生產、大型(xing)電(dian)(dian)磁(ci)輻(fu)射(she)設施和(he)(he)(he)移動通信基(ji)站等的環(huan)(huan)(huan)(huan)境管(guan)(guan)(guan)理(li)。強化核與(yu)輻(fu)射(she)環(huan)(huan)(huan)(huan)境執法監(jian)督(du)(du),對存在安(an)(an)全(quan)隱(yin)患(huan)的輻(fu)射(she)工(gong)作(zuo)單(dan)位和(he)(he)(he)電(dian)(dian)磁(ci)輻(fu)射(she)項(xiang)目(mu)限(xian)期治理(li)。認真(zhen)執行《放(fang)射(she)性(xing)廢物(wu)安(an)(an)全(quan)管(guan)(guan)(guan)理(li)條例》(國(guo)務院令(ling)第(di)612號),加(jia)強放(fang)射(she)性(xing)廢物(wu)、退役放(fang)射(she)源(yuan)收貯及放(fang)射(she)性(xing)物(wu)品運輸監(jian)管(guan)(guan)(guan),推進廢舊金屬回收熔煉企業監(jian)督(du)(du)管(guan)(guan)(guan)理(li)和(he)(he)(he)放(fang)射(she)性(xing)水平監(jian)測。加(jia)強四川(chuan)省城(cheng)市(shi)放(fang)射(she)性(xing)廢物(wu)庫(ku)安(an)(an)全(quan)運行管(guan)(guan)(guan)理(li)。協助做好(hao)境內核設施運行及核設施退役的監(jian)督(du)(du)管(guan)(guan)(guan)理(li)。開展典型(xing)區(qu)(qu)域(yu)電(dian)(dian)磁(ci)環(huan)(huan)(huan)(huan)境背景調(diao)查、重點電(dian)(dian)磁(ci)輻(fu)射(she)污(wu)染(ran)源(yuan)普查和(he)(he)(he)區(qu)(qu)域(yu)電(dian)(dian)磁(ci)環(huan)(huan)(huan)(huan)境質量(liang)及環(huan)(huan)(huan)(huan)境影響評價技術研究,建立電(dian)(dian)磁(ci)環(huan)(huan)(huan)(huan)境管(guan)(guan)(guan)理(li)數據庫(ku)。在有條件的地方開展區(qu)(qu)域(yu)電(dian)(dian)磁(ci)環(huan)(huan)(huan)(huan)境質量(liang)評價試點。加(jia)強電(dian)(dian)磁(ci)輻(fu)射(she)科(ke)普宣(xuan)傳,妥善處(chu)理(li)電(dian)(dian)磁(ci)輻(fu)射(she)糾紛和(he)(he)(he)投(tou)訴。
(十二)加強飲(yin)用水(shui)(shui)水(shui)(shui)源(yuan)保護(hu)。
認真執行《四川省(sheng)飲(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)源保(bao)(bao)(bao)護(hu)(hu)管(guan)理條例》。落實飲(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)源保(bao)(bao)(bao)護(hu)(hu)區管(guan)理制度(du),優化、調整(zheng)和科學劃定城鄉飲(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)源保(bao)(bao)(bao)護(hu)(hu)區,設(she)立明確的地理界標和明顯的警示標志(zhi)。實施飲(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)源保(bao)(bao)(bao)護(hu)(hu)區環(huan)境整(zheng)治、恢復和建(jian)設(she)工程,推進(jin)水(shui)(shui)(shui)(shui)(shui)功(gong)能區、水(shui)(shui)(shui)(shui)(shui)庫、水(shui)(shui)(shui)(shui)(shui)利工程渠(qu)系(xi)水(shui)(shui)(shui)(shui)(shui)資源保(bao)(bao)(bao)護(hu)(hu)工程,開展飲(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)源地安全保(bao)(bao)(bao)障達(da)標建(jian)設(she)。到2015年,地表水(shui)(shui)(shui)(shui)(shui)集中式飲(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)源保(bao)(bao)(bao)護(hu)(hu)區水(shui)(shui)(shui)(shui)(shui)質達(da)標率(lv)大(da)于90%,地下水(shui)(shui)(shui)(shui)(shui)集中式飲(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)源保(bao)(bao)(bao)護(hu)(hu)區水(shui)(shui)(shui)(shui)(shui)質達(da)標率(lv)大(da)于80%。
建立(li)飲(yin)(yin)用(yong)(yong)水(shui)水(shui)源保(bao)護(hu)(hu)(hu)區(qu)(qu)風險評估機制(zhi)。實行(xing)(xing)(xing)飲(yin)(yin)用(yong)(yong)水(shui)水(shui)源保(bao)護(hu)(hu)(hu)區(qu)(qu)年度評估,開展(zhan)水(shui)質例(li)行(xing)(xing)(xing)監測和全分析,地(di)級以(yi)上(shang)城市及服務人(ren)口在10萬人(ren)以(yi)上(shang)的集中式飲(yin)(yin)用(yong)(yong)水(shui)水(shui)源保(bao)護(hu)(hu)(hu)區(qu)(qu)每年至少進行(xing)(xing)(xing)一次水(shui)質全分析。完善飲(yin)(yin)用(yong)(yong)水(shui)水(shui)源保(bao)護(hu)(hu)(hu)區(qu)(qu)應急預案(an)和環(huan)境(jing)應急體系,提高飲(yin)(yin)用(yong)(yong)水(shui)水(shui)源保(bao)護(hu)(hu)(hu)區(qu)(qu)預警能(neng)力(li)(li)和突(tu)發事件(jian)應急能(neng)力(li)(li)。探索(suo)建立(li)對飲(yin)(yin)用(yong)(yong)水(shui)水(shui)源保(bao)護(hu)(hu)(hu)區(qu)(qu)域的生態補(bu)償機制(zhi),促進飲(yin)(yin)用(yong)(yong)水(shui)水(shui)源保(bao)護(hu)(hu)(hu)區(qu)(qu)和其(qi)他地(di)區(qu)(qu)協(xie)調(diao)發展(zhan)。
三、努力提高環保監(jian)管能(neng)力
(十三)著(zhu)力(li)提升環境監測能(neng)力(li)。
加強環(huan)境監(jian)(jian)測(ce)(ce)能(neng)(neng)力建(jian)設(she)(she)(she)。將監(jian)(jian)測(ce)(ce)業務用(yong)房(fang)建(jian)設(she)(she)(she)和(he)技(ji)術(shu)人員配備作為(wei)監(jian)(jian)測(ce)(ce)能(neng)(neng)力建(jian)設(she)(she)(she)的重(zhong)點(dian)(dian),到2015年(nian),市、縣(xian)(xian)兩級(ji)環(huan)境監(jian)(jian)測(ce)(ce)機構標準化(hua)達標比例分(fen)別達到80%、60%。新(xin)建(jian)改(gai)建(jian)一(yi)批空氣(qi)和(he)水(shui)質(zhi)自動監(jian)(jian)測(ce)(ce)站(點(dian)(dian)),全(quan)面(mian)實施環(huan)境質(zhi)量(liang)監(jian)(jian)測(ce)(ce)網絡(luo)、重(zhong)金(jin)屬監(jian)(jian)測(ce)(ce)網絡(luo)和(he)“天(tian)地一(yi)體化(hua)”生(sheng)(sheng)態(tai)監(jian)(jian)測(ce)(ce)網絡(luo)建(jian)設(she)(she)(she),逐步擴(kuo)大(da)重(zhong)點(dian)(dian)流域(yu)、重(zhong)點(dian)(dian)區(qu)(qu)(qu)域(yu)、重(zhong)點(dian)(dian)行業、重(zhong)點(dian)(dian)城(cheng)鎮(zhen)、飲用(yong)水(shui)水(shui)源保護(hu)(hu)區(qu)(qu)(qu)、自然(ran)保護(hu)(hu)區(qu)(qu)(qu)、生(sheng)(sheng)態(tai)功能(neng)(neng)區(qu)(qu)(qu)和(he)農村地區(qu)(qu)(qu)的監(jian)(jian)測(ce)(ce)范圍,增加監(jian)(jian)測(ce)(ce)項(xiang)目和(he)點(dian)(dian)位。大(da)力推(tui)進國(guo)家重(zhong)點(dian)(dian)生(sheng)(sheng)態(tai)功能(neng)(neng)區(qu)(qu)(qu)縣(xian)(xian)域(yu)生(sheng)(sheng)態(tai)環(huan)境質(zhi)量(liang)考核,完善全(quan)省環(huan)境監(jian)(jian)測(ce)(ce)網絡(luo)體系。
加強環境監(jian)(jian)測(ce)信息發(fa)布。認真執行(xing)國家新修訂的環境質量(liang)標準,落(luo)實環境監(jian)(jian)測(ce)信息發(fa)布制度。成都(dou)市(shi)2012年啟動細顆粒(li)物(PM2.5)、臭氧和(he)一氧化碳的監(jian)(jian)測(ce),自(zi)貢、攀枝(zhi)花、瀘(lu)州(zhou)、德陽(yang)、綿陽(yang)、南(nan)充(chong)、宜賓7個全國環保(bao)重點城市(shi)2013年開(kai)展相(xiang)應(ying)監(jian)(jian)測(ce),全省其他(ta)地級城市(shi)2015年開(kai)展相(xiang)應(ying)監(jian)(jian)測(ce),并向社會(hui)發(fa)布信息。
(十四)著力提升環境監察(cha)能力。
強化環(huan)(huan)境監察(cha)能(neng)力(li)建(jian)(jian)設(she)。按照環(huan)(huan)境監察(cha)標準化建(jian)(jian)設(she)要求,著力(li)推進基層環(huan)(huan)境監察(cha)業務用房建(jian)(jian)設(she),建(jian)(jian)設(she)環(huan)(huan)境移(yi)動執法系統和污染源在線監控中(zhong)心,加(jia)大對甘孜、阿壩、涼山、廣元、廣安(an)、達(da)(da)州、巴中(zhong)等(deng)老(lao)少邊窮(qiong)地區扶持力(li)度。到(dao)2015年,省級(ji)(ji)和成都(dou)市(shi)環(huan)(huan)境監察(cha)能(neng)力(li)建(jian)(jian)設(she)達(da)(da)到(dao)國家一級(ji)(ji)標準,其他市(shi)(州)環(huan)(huan)境監察(cha)能(neng)力(li)建(jian)(jian)設(she)達(da)(da)到(dao)二級(ji)(ji)以上標準,擴權縣(市(shi))達(da)(da)到(dao)二級(ji)(ji)標準,其他縣(市(shi)、區)達(da)(da)到(dao)三級(ji)(ji)以上標準。

(十五)著(zhu)力提升環境信(xin)息(xi)統計能力。
推進環(huan)(huan)(huan)(huan)(huan)境信息(xi)機構(gou)標準化(hua)建(jian)(jian)設(she)。加強(qiang)環(huan)(huan)(huan)(huan)(huan)境監測、環(huan)(huan)(huan)(huan)(huan)境監察(cha)、污染(ran)控(kong)制、總量(liang)減(jian)排、生態保護、環(huan)(huan)(huan)(huan)(huan)評審批、應急指(zhi)揮等核心(xin)領域信息(xi)化(hua)建(jian)(jian)設(she),構(gou)建(jian)(jian)“數字環(huan)(huan)(huan)(huan)(huan)保”體系(xi)。建(jian)(jian)設(she)省級環(huan)(huan)(huan)(huan)(huan)境信息(xi)資源平(ping)臺,推動省、市、縣環(huan)(huan)(huan)(huan)(huan)境信息(xi)資源共(gong)享。加強(qiang)省、市重點污染(ran)源自(zi)動監控(kong)系(xi)統(tong)建(jian)(jian)設(she),實現全(quan)省聯網。推進環(huan)(huan)(huan)(huan)(huan)保電子政務(wu)和信息(xi)安全(quan)體系(xi)建(jian)(jian)設(she),提高環(huan)(huan)(huan)(huan)(huan)保公共(gong)服務(wu)信息(xi)化(hua)水平(ping)。
加強環(huan)(huan)(huan)(huan)境統計能力建(jian)設(she)。全省各(ge)級(ji)人民(min)政(zheng)府要高度(du)重(zhong)視環(huan)(huan)(huan)(huan)境統計工(gong)作,加大(da)財(cai)政(zheng)投入,加強環(huan)(huan)(huan)(huan)境統計信息化(hua)建(jian)設(she)和(he)基礎環(huan)(huan)(huan)(huan)境統計能力建(jian)設(she),全面提升環(huan)(huan)(huan)(huan)境統計數(shu)據質(zhi)量,使環(huan)(huan)(huan)(huan)境統計逐(zhu)步(bu)成為節(jie)能減排等環(huan)(huan)(huan)(huan)境管理工(gong)作的重(zhong)要支(zhi)撐。
(十六)著力(li)提(ti)升環境科技支撐(cheng)能力(li)。
強化環境(jing)科研(yan)和成果(guo)轉化。在飲(yin)用(yong)水(shui)安全、重點(dian)流域(yu)(yu)污染防治(zhi)、大氣(qi)聯防聯控(kong)、PM2.5源解析和控(kong)制、煙氣(qi)脫硫脫硝、重金屬和危(wei)險化學品(pin)污染控(kong)制、農村(cun)環境(jing)綜合整治(zhi)等領域(yu)(yu)大力開展基礎調查、技(ji)(ji)術(shu)研(yan)發(fa)和試點(dian)示范(fan)。積(ji)極推動(dong)(dong)環境(jing)技(ji)(ji)術(shu)管理、技(ji)(ji)術(shu)創新、技(ji)(ji)術(shu)評(ping)(ping)價(jia)與推廣應用(yong)三大體系(xi)建(jian)設,進一步開展環境(jing)技(ji)(ji)術(shu)、產(chan)品(pin)設備(bei)和工藝評(ping)(ping)價(jia)與示范(fan)推廣,發(fa)布鼓勵發(fa)展的(de)、有影響(xiang)力的(de)環保技(ji)(ji)術(shu)產(chan)品(pin)設備(bei)目(mu)錄和環保工程目(mu)錄。積(ji)極推動(dong)(dong)開展環保重點(dian)實驗室、工程技(ji)(ji)術(shu)中心(xin)、野外生態(tai)觀測研(yan)究站建(jian)設。加快(kuai)四川大氣(qi)和水(shui)污染物(wu)地方(fang)排放標準修(xiu)訂,積(ji)極開展地方(fang)環境(jing)技(ji)(ji)術(shu)規范(fan)、標準制訂。
四、完善環保(bao)工(gong)作(zuo)機(ji)制
(十七)建(jian)立完善(shan)環境保護管理體(ti)制和工作機制。
健全(quan)(quan)(quan)環(huan)(huan)(huan)(huan)保(bao)管(guan)理(li)體制。全(quan)(quan)(quan)省各級人(ren)民政府要加(jia)(jia)強對環(huan)(huan)(huan)(huan)境(jing)保(bao)護工(gong)(gong)作(zuo)的組織領導,積極(ji)(ji)探索完善城鄉環(huan)(huan)(huan)(huan)境(jing)保(bao)護管(guan)理(li)體制和(he)工(gong)(gong)作(zuo)機(ji)(ji)(ji)制,建立政府負責(ze)、環(huan)(huan)(huan)(huan)保(bao)部門(men)統(tong)一(yi)監(jian)(jian)督管(guan)理(li)、有關部門(men)協調配合、全(quan)(quan)(quan)社(she)會共同參與的環(huan)(huan)(huan)(huan)境(jing)管(guan)理(li)體系。結合地方政府機(ji)(ji)(ji)構(gou)改革,探索實行設區城市(shi)環(huan)(huan)(huan)(huan)境(jing)保(bao)護派出(chu)機(ji)(ji)(ji)構(gou)監(jian)(jian)管(guan)模(mo)式,完善基層環(huan)(huan)(huan)(huan)境(jing)管(guan)理(li)體制。進一(yi)步(bu)加(jia)(jia)強鄉鎮環(huan)(huan)(huan)(huan)境(jing)保(bao)護工(gong)(gong)作(zuo)力(li)量,明確相應的機(ji)(ji)(ji)構(gou)和(he)人(ren)員(yuan)負責(ze)相關工(gong)(gong)作(zuo)。積極(ji)(ji)推進固體廢物(wu)和(he)機(ji)(ji)(ji)動(dong)車污染防(fang)治監(jian)(jian)管(guan)機(ji)(ji)(ji)構(gou)隊伍建設。
完善環(huan)(huan)(huan)(huan)(huan)境(jing)保護(hu)綜合決策(ce)機(ji)制(zhi)。制(zhi)定出臺一(yi)批加強環(huan)(huan)(huan)(huan)(huan)境(jing)保護(hu)的(de)地(di)方(fang)性法規、政府規章(zhang)和(he)地(di)方(fang)環(huan)(huan)(huan)(huan)(huan)境(jing)保護(hu)標準(zhun)。把(ba)主要污染物總量(liang)(liang)控制(zhi)要求、環(huan)(huan)(huan)(huan)(huan)境(jing)容量(liang)(liang)、環(huan)(huan)(huan)(huan)(huan)境(jing)功能區劃和(he)環(huan)(huan)(huan)(huan)(huan)境(jing)風險評估等作為區域和(he)產(chan)業發展的(de)決策(ce)依據。加強環(huan)(huan)(huan)(huan)(huan)保隊伍執(zhi)(zhi)法管理,統一(yi)環(huan)(huan)(huan)(huan)(huan)境(jing)執(zhi)(zhi)法標識,健全環(huan)(huan)(huan)(huan)(huan)境(jing)執(zhi)(zhi)法程序,規范環(huan)(huan)(huan)(huan)(huan)保行政執(zhi)(zhi)法行為。
(十(shi)八)落(luo)實(shi)環境保護目標(biao)責任。
環(huan)(huan)(huan)境(jing)保(bao)(bao)護實行(xing)(xing)統一(yi)監管、分工負(fu)責(ze),全省各級人民政(zheng)府對本行(xing)(xing)政(zheng)區域主(zhu)要(yao)污染物(wu)總量(liang)削減(jian)、環(huan)(huan)(huan)境(jing)質(zhi)量(liang)和環(huan)(huan)(huan)境(jing)安(an)全負(fu)總責(ze)。2013年、2015年分別對市(州)執行(xing)(xing)環(huan)(huan)(huan)保(bao)(bao)規劃情(qing)況進行(xing)(xing)中期(qi)評(ping)估(gu)和終期(qi)評(ping)估(gu)考(kao)核(he)。制定生態文明建設目標(biao)指(zhi)標(biao)考(kao)核(he)體系,考(kao)核(he)結果作為領(ling)導(dao)班子(zi)和領(ling)導(dao)干部綜合考(kao)核(he)評(ping)價(jia)的重(zhong)(zhong)(zhong)要(yao)內容(rong),作為干部選拔任用的重(zhong)(zhong)(zhong)要(yao)依據,實行(xing)(xing)環(huan)(huan)(huan)境(jing)保(bao)(bao)護一(yi)票(piao)否決。對不認(ren)真執行(xing)(xing)環(huan)(huan)(huan)保(bao)(bao)政(zheng)策(ce)法規、未完(wan)成環(huan)(huan)(huan)保(bao)(bao)目標(biao)任務(wu)或(huo)對發生重(zhong)(zhong)(zhong)特(te)大突發環(huan)(huan)(huan)境(jing)事件負(fu)有責(ze)任的地方政(zheng)府領(ling)導(dao)進行(xing)(xing)約(yue)談(tan),情(qing)節嚴重(zhong)(zhong)(zhong)的追究(jiu)相(xiang)關責(ze)任。
(十九(jiu))實施環境經濟(ji)政策。
實(shi)施有利于環(huan)(huan)境(jing)保護(hu)的(de)財(cai)政(zheng)(zheng)政(zheng)(zheng)策。加大政(zheng)(zheng)府投(tou)入(ru),將環(huan)(huan)境(jing)保護(hu)經費(fei)(fei)列入(ru)各(ge)級財(cai)政(zheng)(zheng)年度預算(suan),并根據財(cai)力(li)水平和工作實(shi)際逐步(bu)增(zeng)加。適時增(zeng)加環(huan)(huan)境(jing)保護(hu)能力(li)建(jian)(jian)(jian)設經費(fei)(fei)安(an)排,大力(li)支持公共環(huan)(huan)境(jing)監管(guan)設施的(de)建(jian)(jian)(jian)設、運行和維(wei)護(hu)。各(ge)級征(zheng)收的(de)排污費(fei)(fei)重點(dian)用于污染(ran)防治和環(huan)(huan)境(jing)監管(guan)能力(li)建(jian)(jian)(jian)設。建(jian)(jian)(jian)立政(zheng)(zheng)府引導、企業和社會共同投(tou)入(ru)的(de)多(duo)元化環(huan)(huan)境(jing)保護(hu)投(tou)入(ru)機制。
實(shi)施(shi)有(you)利于(yu)環境管理(li)的(de)(de)經濟政(zheng)策。完善脫(tuo)硫(liu)電(dian)(dian)價,試(shi)(shi)行(xing)(xing)脫(tuo)硝電(dian)(dian)價,對(dui)高耗能(neng)、高污(wu)染行(xing)(xing)業(ye)實(shi)行(xing)(xing)差別電(dian)(dian)價,對(dui)可(ke)再生(sheng)(sheng)能(neng)源(yuan)(yuan)發(fa)(fa)電(dian)(dian)、余熱發(fa)(fa)電(dian)(dian)和(he)垃(la)(la)圾(ji)(ji)焚燒發(fa)(fa)電(dian)(dian)給予(yu)(yu)優先上(shang)網(wang)等支(zhi)持(chi)。全(quan)(quan)面(mian)落實(shi)生(sheng)(sheng)活污(wu)水(shui)、垃(la)(la)圾(ji)(ji)處理(li)收(shou)(shou)(shou)費(fei)制(zhi)(zhi)(zhi)度(du),收(shou)(shou)(shou)費(fei)標準堅(jian)持(chi)保本微利原則,污(wu)水(shui)、垃(la)(la)圾(ji)(ji)處理(li)費(fei)用不(bu)足(zu)部(bu)分由各級政(zheng)府適(shi)當(dang)補(bu)(bu)貼(tie)。鼓勵社(she)會資本參與(yu)污(wu)水(shui)、垃(la)(la)圾(ji)(ji)處理(li)設施(shi)的(de)(de)建設和(he)運營,實(shi)行(xing)(xing)特許經營,對(dui)污(wu)水(shui)、垃(la)(la)圾(ji)(ji)處理(li)設施(shi)建設運營的(de)(de)用地、用電(dian)(dian)、設備折(zhe)舊等給予(yu)(yu)政(zheng)策扶(fu)持(chi)和(he)稅(shui)收(shou)(shou)(shou)優惠(hui)。開展排污(wu)權(quan)有(you)償(chang)使用和(he)交易試(shi)(shi)點,發(fa)(fa)展排污(wu)權(quan)交易市場。健(jian)全(quan)(quan)環境污(wu)染責任保險(xian)制(zhi)(zhi)(zhi)度(du),開展環境污(wu)染強制(zhi)(zhi)(zhi)責任保險(xian)試(shi)(shi)點,逐步擴(kuo)大(da)試(shi)(shi)點范圍(wei)。完善排污(wu)收(shou)(shou)(shou)費(fei)制(zhi)(zhi)(zhi)度(du),嚴(yan)格排污(wu)費(fei)征收(shou)(shou)(shou)管理(li)。建立(li)企(qi)業(ye)環境行(xing)(xing)為信(xin)用評(ping)價制(zhi)(zhi)(zhi)度(du)。建立(li)銀行(xing)(xing)綠(lv)色評(ping)級制(zhi)(zhi)(zhi)度(du),推行(xing)(xing)綠(lv)色信(xin)貸(dai),加大(da)對(dui)符合環保要求和(he)信(xin)貸(dai)原則的(de)(de)企(qi)業(ye)和(he)項目的(de)(de)信(xin)貸(dai)支(zhi)持(chi)。探(tan)索建立(li)生(sheng)(sheng)態(tai)補(bu)(bu)償(chang)機制(zhi)(zhi)(zhi),逐步實(shi)施(shi)能(neng)源(yuan)(yuan)資源(yuan)(yuan)開發(fa)(fa)、水(shui)電(dian)(dian)開發(fa)(fa)和(he)飲(yin)用水(shui)水(shui)源(yuan)(yuan)保護等的(de)(de)生(sheng)(sheng)態(tai)補(bu)(bu)償(chang)。落實(shi)岷江、沱江、嘉陵江等重點流域跨界斷(duan)面(mian)水(shui)質(zhi)超標資金(jin)扣繳制(zhi)(zhi)(zhi)度(du)。逐步推行(xing)(xing)資源(yuan)(yuan)型(xing)企(qi)業(ye)可(ke)持(chi)續發(fa)(fa)展準備金(jin)制(zhi)(zhi)(zhi)度(du)。
(二十)加強環保宣傳教育與(yu)合(he)作。
開(kai)展全民環(huan)(huan)(huan)(huan)(huan)境教育(yu)(yu)行動(dong)(dong)。加(jia)大對環(huan)(huan)(huan)(huan)(huan)境保(bao)(bao)(bao)(bao)護(hu)法律法規和方針政策的宣傳教育(yu)(yu)力度,增強(qiang)全民環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)意識(shi),推動(dong)(dong)環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)教育(yu)(yu)進(jin)(jin)機關、進(jin)(jin)學校、進(jin)(jin)社(she)(she)區(qu)、進(jin)(jin)鄉(xiang)村、進(jin)(jin)企業。培育(yu)(yu)壯(zhuang)大環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)志愿者(zhe)隊伍,鼓勵(li)和引導公(gong)(gong)(gong)眾及(ji)環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)社(she)(she)會(hui)組(zu)織有序(xu)開(kai)展環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)活動(dong)(dong)。落實環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)信(xin)息公(gong)(gong)(gong)開(kai)制(zhi)度、公(gong)(gong)(gong)眾參(can)與制(zhi)度、環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)監督(du)(du)員制(zhi)度。加(jia)強(qiang)新聞輿論(lun)宣傳,充分發揮(hui)新聞工(gong)作(zuo)者(zhe)、文藝工(gong)作(zuo)者(zhe)的作(zuo)用,大力弘(hong)揚環(huan)(huan)(huan)(huan)(huan)境文化(hua),監督(du)(du)曝(pu)光環(huan)(huan)(huan)(huan)(huan)境違(wei)法行為(wei),推動(dong)(dong)全社(she)(she)會(hui)牢(lao)固樹立(li)生態文明理念。加(jia)強(qiang)環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)對外交流與合作(zuo),認真履行環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)(bao)國(guo)際(ji)公(gong)(gong)(gong)約。
各地(di)、各部(bu)門要高(gao)度重視環境(jing)(jing)保(bao)護(hu),加強(qiang)協調配(pei)合,明(ming)確責任分工,認真落實本(ben)實施(shi)意見。環境(jing)(jing)保(bao)護(hu)廳要會同(tong)有關部(bu)門加強(qiang)對本(ben)實施(shi)意見落實情況的(de)監(jian)督檢查,重大情況向省政(zheng)府報告。
